Job summary

The City of Eugene is seeking an experienced Building and Permit Services Division Manager to lead its largest operational division within the Planning and Development Department.

This senior role directs plan checking, permit review, inspections, licensing, and the rental housing program while managing the division's budget and coordinating with multiple city agencies to streamline development review and ensure timely, compliant outcomes for the community.

Qualifications

• Six+ years in design, construction, and inspection of buildings or planning and development.
• At least three years of supervisory responsibility leading multidisciplinary teams.
• Bachelor's degree in architecture, civil engineering, public administration, business administration, or related field.

Responsibilities

• Oversee plan checking and building permit review and approval.
• Direct field building inspections and business licensing activities.
• Manage rental housing program and code compliance functions.
• Administer and operate the central Permit and Information Center (PIC).
• Strategically manage division resources, budgets, and staffing forecasts.
• Lead workforce planning, training, and performance management in a union environment.
• Provide executive counsel and collaborate across Planning and Development, Public Works, Fire/EMS, and ISD.
• Balance regulatory compliance with timely, high-quality service delivery.
