Job summary

City of Portland is seeking a dynamic Construction Engineering Division Manager (Engineering Manager) to lead PBOT’s Construction Engineering Division. The role requires overseeing federal-aid projects, budgeting, and multi-stakeholder coordination to deliver CIP projects on time and within policy.

Qualifications

• Knowledge of transportation and engineering principles, practices, current trends, regulations, standards, and laws.
• Experience managing Federal Aid projects.
• Ability to monitor and control budget and financial resources and prioritize projects.
• Effective management skills in program management, including organizing, directing, motivating, engaging, and evaluating staff.
• Ability to manage a multicultural workforce and promote equitable workplace environment.
• Ability to establish and maintain relationships with internal and external partners including government agencies, media, community groups, and contractors.
• Experience developing and implementing effective communications and outreach strategies.

• Represent the agency in public and interface with regional, state, and federal partners.
• Lead funding strategies and fund management.
• Contribute to creating a people-centered organization with equitable lenses.
• Oversee performance management systems to improve delivery, quality control, and efficiency.
