Job summary

YRCI is seeking a full‑time Sr. Staffing Specialist to support our HR Remote Operations Center (HRROC™) in Reston, VA. This is a fully remote role serving federal agencies with DEU and MP recruitment activities, job analysis, and applicant evaluation using USA Staffing and SharePoint tools.

You will collaborate with a collaborative team, mentor HR Assistants, ensure compliance with policies, and manage end‑to‑end staffing processes for diverse vacancies.

Qualifications

  • Experience in federal staffing and DE/MP recruitment processes.
  • Ability to develop and review job analyses and vacancy announcements per OPM policies.
  • Proficient in USA Staffing, SharePoint, and related HRIS tools.
  • Attention to data quality, compliance with laws and agency policies.

Responsibilities

  • Support high-profile recruitment activities for multiple agencies.
  • Conduct recruitment and staffing functions using automated systems.
  • Prepare vacancy announcements and assess qualifications of applicants.
  • Conduct qualification determinations and document in the system.

Job Description

YRCI is seeking full‑time Sr. Staffing Specialist to support our HR Remote Operations Center (HRROC™), located in Reston, VA. YRCI’s HRROC™ is a Shared Service Center thatsupports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts!

  • Although the YRCI home office is located in Reston, VA, this position isfully remote.
  • Supports high-profile and high-volume Delegated Examining (DE) and Merit Promotion (MP) recruitment activities for various agencies.
  • Assists in conducting recruitment for occupations in the competitive service under Title 5 of the U.S. Code through Job Opportunity Announcements (JOA).
  • Develops, reviews, or approves job analyses in accordance with OPM policies and regulations to determine the knowledge, skills, and abilities of a position.
  • Performs recruitment and staffing functions (e.g., review vacancy announcements, assess qualifications, rate applicants, adjudicate veteran’s preference, issue certificates) using a variety of automated systems.
  • Ensures all selections are made in accordance with applicable laws, regulations, agency polices and guidance.
  • Develops, reviews, or approves job analyses in accordance with Office of Personnel Management (OPM) policies and regulations to determine the knowledge, skills, and abilities of a position.
  • Performs recruitment and staffing functions (e.g., review vacancy announcements, assess qualifications, rate applicants, adjudicate veteran’s preference, issue certificates) using a variety of automated systems. Systems include document repositories (e.g., SharePoint sites, custom-built applications), Talent Acquisition Systems (e.g., USA Staffing), and agency specific Intranet applications.
  • Prepares vacancy announcements including targeted applicant questions to accurately assess experience and expertise resulting in the referral of the best-qualified candidates for a particular vacancy.
  • Reviews applications to make qualification determinations and notating determinations in the automated system.
  • Tracks recruitment and staffing processes using an agency specific workflow tracking system.
  • Ensures all selections are made in accordance with applicable laws, regulations, agency polices and guidance.
  • Creates and edits standardized and customized applicant assessment questionnaires based on position descriptions, Subject Matter Expert (SME) input, and other resources
  • Assists in audit preparation by reviewing all case files and identifying and gathering all required documents (e.g. Wage Grade [WG], General Schedule [GS], Pathways, T42, Senior Executive Service [SES]).
  • Works as a part of a team, and mentors and trains HR Assistants.
  • Provides consultation and guidance on complex position management,compensation and policy issues affecting a diverse workforce
Job Requirements
  • Must be a US Citizen
  • Current DEU certification and recent experience working in a DE Unit (DEU) environment is highly desired.
  • As a condition of employment, you must be able to obtain and maintain an active DEU certification.
  • 8 years of federal operational staffing experience and 1 of those years must be recent experience. The operational staffing experience includes completing job analysis in accordance with hiring managers, posting job announcements on USA Jobs, performing qualifications adjudications, and issuing selection certificates.
  • Experience performing staffing duties with USA Staffing (USAS) Upgrade is required.
  • Ability to apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
  • Attention to detail, data quality, and data integrity.
  • Must be proficient in the use of Microsoft (MS) Office Suite.
  • BS/BA degree highly preferred.
  • Must be able to obtain and maintain the government-required security clearance.
