Job summary

Maximus is seeking a strategic Subcontracts Manager to lead a team of subcontract specialists, managing full lifecycle awards and performance across proposals and operations programs. You will ensure FAR/DFARS compliance, negotiate terms, and drive improvements in subcontracting processes within a matrixed organization.

You will partner with operations, business development, procurement, and finance to optimize team performance, prepare RFPs, evaluate proposals, and support CPSR audits.

Qualifications

• Bachelor's degree in relevant field and 7+ years of experience or equivalent.
• Extensive knowledge of subcontract awards (Cost Reimbursable, Firm Fixed Price, T&M).
• In-depth understanding of FAR/DFARS, NDA, and TA best practices.
• Defense/National Security/Intelligence sector experience preferred.
• Experience with Coupa/Costpoint/iCertis and MS Office.
• Experience leading teams in a matrixed, customer-focused environment.
• Experience with CPSR policies and supporting audits.

Responsibilities

• Perform government contract administration including flow downs, changes, inspection, acceptance, payment, warranty, close out and records.
• Support source selection/evaluation with cost/price analysis and CPSR file development.
• Draft, negotiate, and manage subcontracts, POs, teaming and other agreements.
• Work across diverse factors and current business trends to resolve issues.
• Recommend policy changes and establish procedures affecting the organization.
