Job summary

Consor seeks a Senior Roadway Engineering Project Manager to lead the delivery of complex roadway improvement projects from concept through PS&E, overseeing all phases and budgets while aligning with client needs and regulatory standards.

You will provide technical leadership to multidisciplinary teams, coordinate with clients and partners, drive risk management, and mentor junior staff to build a high-performing transportation practice. Hybrid work options may apply.

Qualifications

• BS in Civil or Structural Engineering.
• PE license required.
• 15+ years of transportation engineering experience and 5+ years of project management.
• Experience managing scopes, schedules, budgets, and multidisciplinary teams on large roadway projects.
• Proven track record delivering on time and within budget with strong client relations.

Responsibilities

• Lead development of project scopes, schedules, and fee estimates with profitability targets.
• Provide design oversight for complex roadway, highway, and traffic projects across all delivery phases.
• Manage multidisciplinary teams including engineers, designers, and subconsultants to deliver PS&E packages on time and budget.
• Serve as principal client contact and maintain clear communication throughout the lifecycle.
• Drive business development, including pursuit strategy and proposal development.
• Collaborate with leadership to identify opportunities and win new work.
• Monitor project financial performance, including budgeting, forecasting, and risk management.
• Ensure compliance with TxDOT, AASHTO, and local agency design standards and QA/QC.
• Proactively identify risks and develop mitigation strategies to protect schedule and technical integrity.
• Mentor junior staff and build a high-performing transportation team.
