Job summary

Luster seeks a seasoned Risk Manager to oversee risk across major civil infrastructure programs, including highways, bridges, and transit. You will lead the risk plan, run quantitative analyses, and defend contingency positions before funding agencies and boards.

Ideal candidates have 10+ years of experience, CPM knowledge, and proficiency with Primavera/P6, risk tools, and Power BI; strong communication and collaborative skills are essential.

Qualifications

• Bachelor's degree in civil engineering, construction management, or related field.
• 10+ years of risk management experience on large heavy-civil projects.
• Experience facilitating risk workshops and maintaining a program risk register.
• Experience with quantitative cost/schedule risk analyses.
• Familiarity with CPM scheduling and cost forecasting.
• Proficiency with risk/scheduling software (e.g., Primavera Risk Analysis, Deltek Acumen Fuse).

Responsibilities

• Develop and maintain the program's risk management plan and governance.
• Facilitate risk workshops with staff, designers, and contractors.
• Quantify cost and schedule exposure via Monte Carlo or similar methods.
• Analyze baseline schedules for logic and float integrity.
• Track mitigation actions and ensure timely completion.
• Evaluate change proposals and time impact analyses for exposure.
• Review risk allocation in procurement documents and make recommendations.
• Prepare risk and contingency sections of funding submittals and reports.
• Calibrate models against outcomes and improve risk processes.
