Job summary

Luster National, Inc. is seeking an experienced Risk Manager for major heavy civil infrastructure programs in the California region. You will lead risk management, quantify exposure, and set contingency positions to support funding and oversight bodies.

The role emphasizes collaboration with schedule, cost, and construction teams throughout the project lifecycle. Responsibilities include maintaining risk registers, conducting risk workshops, and presenting quantified contingency recommendations.

Qualifications

• Bachelor's degree in civil engineering or related field.
• 10+ years of risk management experience on large heavy-civil infrastructure projects.
• Experience facilitating risk workshops and maintaining program risk registers.
• Experience with quantitative cost and schedule risk analysis and contingency recommendations.
• Knowledge of CPM scheduling and cost forecasting to test exposure in risk registers.
• Experience with risk analysis/scheduling software (e.g., Primavera Risk Analysis, Deltek Acumen Fuse, @Risk, Primavera P6).
• Proficiency with Microsoft Office Suite.

Responsibilities

• Develop and maintain the program risk management plan, process, and governance framework.
• Lead risk workshops with program staff, designers, and contractors; maintain current risk register with threats and opportunities.
• Quantify cost and schedule exposure using Monte Carlo or similar simulations; translate results into contingency recommendations.
• Analyze baseline schedule and monthly updates for logic, calendar, and float; verify risk exposure matches risk register.
• Track mitigation actions to closure and ensure timely updates by owners.
• Evaluate change proposals, delay claims, and time impact analyses for program exposure; support negotiations with quantified findings.
• Review risk allocation in procurement and contracts; recommend terms assigning risks to the best party.
• Reconcile risk position with cost forecasts, schedule updates, and change logs; report exposure via dashboards and briefs.
• Coordinate risk across third-party interfaces (utilities, railroads, adjacent contracts); ensure operation during construction.
