Job summary

Jobgether is seeking a seasoned Business Development professional to lead proposal development and manage complex pursuit lifecycles. You will shape win strategies and coordinate cross-functional teams to deliver compelling, compliant submissions from capture through final proposal.

You will drive market positioning, partner with marketing, and foster strong client relationships while guiding ongoing staff development.

Qualifications

• Four-year degree in English, marketing, journalism, communications, or related field.
• California transportation experience required.
• 10+ years of business development lifecycle experience, incl. marketing, communications, client management, capture planning, and proposal development.
• At least 3 years of capture planning experience.
• Proven success in opportunities from capture planning to final submission.
• 5+ years of increasing responsibility across business development lifecycle functions.
• 2+ years of supervisory experience.
• Strong strategic, analytical, and writing skills.
• Ability to lead multiple complex pursuits and coordinate diverse teams.
• Professional certifications in BD/marketing/sales desirable.

Responsibilities

• Lead proposal development and ensure lifecycle management from strategy to submission.
• Manage multiple large, long-term pursuits with quality and timelines.
• Develop win themes and persuasive proposal narratives.
• Coordinate resources across proposal specialists, designers, and production teams.
• Guide early capture planning with business lines and capture managers.
• Research opportunities and set priorities for pursuit plans.
• Maintain CRM records and follow templates and standards.
• Strengthen client relationships through events and coordination with managers.
• Lead client management planning and document outcomes in CRM.
• Collaborate with marketing to position opportunities early and engage clients.
• Supervise team members and assist workload planning.
• Support staff training and development planning.
