Job summary

Luster National, Inc. is seeking Project Managers to support major heavy civil infrastructure programs across highways, bridges, transit, airports, and water projects in New York.

You will manage scope, budget, schedule, and risk, directing delivery teams and ensuring alignment with contracts and client goals. We hire for varying skill levels and provide opportunities to advance in complex programs exceeding $100M in construction value.

Qualifications

• Bachelor’s degree in construction management, civil engineering, construction engineering, or engineering management, or equivalent combination of education and experience.
• 10+ years of project management experience for large (> $500M) heavy-civil infrastructure projects.
• Experience managing scope, budget, schedule, and risk from design through construction and closeout.
• Working knowledge of construction contract administration, including submittals, RFI, change management, and progress payments.
• Experience coordinating designers, contractors, agencies, utility owners, and other third parties across the life of a project.
• Experience with Primavera P6, MS Project, Unifier, Kahua, etc.
• Proficiency with Microsoft Office Suite/Office 365 (Outlook, Teams, Word, PowerPoint).

Responsibilities

• Lead delivery of assigned projects or task orders from planning through construction and closeout.
• Oversee scope, budget, schedule, and risk, and provide leadership with early, honest updates when changes occur.
• Coordinate designers and contractors against scope and schedule commitments and elevate deviations.
• Administer construction contracts including submittals, RFIs, progress payments, and time extensions.
• Evaluate change proposals and claims for entitlement, cost impact, and schedule impact.
• Coordinate with program controls to develop cost forecasts, CPM schedule updates, and earned value reporting.
• Coordinate across agencies and third parties to align decisions across packages.
• Ensure construction staging and phasing keeps operations running.
• Oversee quality and safety compliance and verify work matches approved documents.
• Support commissioning, operations readiness, and transition to maintenance for completed facilities.
• Report project status, risk, and forecast to leadership for informed funding decisions.
