Job summary

Nava Public Benefit Corp. is seeking an experienced Program Manager to lead delivery and client engagement on a portfolio of federal, state, and local contracts.

You will guide teams, manage risks, and ensure on-time, high-quality outcomes across complex initiatives. This role requires East Coast hours, travel to Richmond, VA, and deep knowledge of government contracting, agile methods, and large-scale programs.

Qualifications

• Experience leading custom software or cloud infrastructure programs.
• Willingness to work East Coast hours and travel to Richmond, VA by air or rail.
• Experience with state government agencies and government contracting, compliance and audit trails.
• Proven experience leading and scaling agile development teams.
• Experience managing large-scale projects with milestones, dependencies, risk and scale.
• Familiarity with Scrum, Kanban or SAFe and CI/CD practices.
• Highly organized with a focus on sustainable, culture-conscious delivery.
• Strategic delivery planning and contract management skills.
• Ability to maintain broad situational awareness beyond the team.
• Experience managing Paid Family Leave Benefits programs.
• Experience with state/local government engagements in major cities.
• Proven track record leading agile teams of 50+ staff.
• Experience with Jira and Confluence.
• Experience driving agile transformation with clients.
• Experience managing operations and product development concurrently.
• Eligible to work in the United States; no visa sponsorship required.
• May require government background check or security clearance.

Responsibilities

• Proactively detect risks and collaborate with delivery teams and stakeholders to resolve them.
• Grow program scope with new CLINs, option years, and subcontractor negotiations.
• Collaborate across projects to anticipate and solve delivery problems.
• Support delivery environments built on mutual trust with government partners.
• Scale efforts through a team of project managers and other leads.
• Manage contracts and finances in coordination with the finance team.
• Set and uphold standards for delivery excellence and client service.
• Apply Nava's policies at the program level.
