Qualifications

• 10+ years of program/project management experience.
• Experience managing 150+ person organizations on large federal programs.
• Active PMP certification.
• Experience with federal IT modernization programs.
• Experience with staffing, onboarding, badging, and subcontractor management.

Responsibilities

• Own program-level scope, schedule, budget, and quality across all workstreams.
• Serve as the primary client contact for executives, CORs, and contracting officers.
• Direct a matrixed organization of 150+ staff across development, security, data, and DevSecOps.
• Lead Phase 2 staffing ramp, hiring plans, onboarding, and subcontractor management.
• Establish and manage governance, metrics, and executive reporting (EVM, financials).
• Manage risks, issues, and cross-workstream dependencies with mitigation plans.
• Ensure contract compliance, deliverable acceptance, and responsive client direction.
• Champion AI-augmented delivery across the SDLC and collaborate with technical leadership.
• Foster accountability, transparency, collaboration, and continuous improvement.
• Provide executive-level program status, financial, risk, and performance reporting.
