Job summary

AmeriSOURCE Consulting, Inc. is seeking a Senior Program Manager to lead a 150+ person federal program across Reston, VA and DC-area client sites. You will own scope, schedule, budget, and quality across all workstreams, directing delivery teams and coordinating with agency leadership and COR.

You will champion AI-augmented delivery, implement EVM, and provide executive reporting on risk, cost, and performance as the program transitions across contract phases.

Position Summary

The Program Manager is the senior-most delivery leader on the platform, accountable for the success of the entire program as it enters Phase 2. The Program Manager will own the client relationship with agency leadership, direct a 150+ person multi-team Agile organization, and be responsible for cost, schedule, quality, and contractual performance across all workstreams.

This role establishes the delivery culture for the program, including the adoption of AI-augmented engineering practices across the software development lifecycle. The Program Manager works closely with client executives, contracting officials, technical leadership, and internal delivery teams to ensure successful program execution, contractual compliance, and continuous improvement.

Key Responsibilities

• Own program-level scope, schedule, budget, and quality across all program workstreams.
• Serve as the primary point of contact for client executive stakeholders, the Contracting Officer's Representative (COR), and contracting officers.
• Direct a matrixed organization of 150+ staff spanning development, security, data, business analysis, and DevSecOps teams.
• Lead Phase 2 staffing ramp, including hiring plans, onboarding, badging, and subcontractor management.
• Establish and manage program governance, including delivery metrics, Earned Value Management (EVM), financial reporting, and executive briefings.
• Manage program-level risks, issues, and cross-workstream dependencies with documented mitigation plans.
• Ensure contract compliance, deliverable acceptance, and responsiveness to client direction.
• Champion agentic and AI-augmented delivery practices, including AI-assisted development, testing, and reporting across the SDLC.
• Partner with architects and technical leadership to ensure the technical roadmap, funding, and staffing remain aligned.
• Foster a culture of accountability, transparency, collaboration, and continuous improvement.
• Manage program cost, schedule, quality, staffing, and contractual performance.
• Drive Agile delivery practices across multiple teams and workstreams.
• Provide executive-level program status, financial, risk, and performance reporting.
• Support transition and execution of new contract phases and program initiatives.

Minimum Experience

• 10+ years of program/project management experience.
• Experience managing 150+ person organizations on large federal programs.
• Experience with federal IT modernization programs.
• Demonstrated experience leading Agile delivery at scale.
• Experience with Earned Value Management (EVM) and financial management.
• Experience managing program-level scope, schedule, budget, quality, risks, and dependencies.
• Experience managing client executive relationships and federal contracting stakeholders.
• Experience with staffing, onboarding, badging, and subcontractor management.
• Experience managing contractual compliance and deliverable acceptance.
