Job summary

Jobsoid Inc. is seeking a Program Manager to lead a senior delivery team across Reston, VA and DC-area client locations. You will own the program’s scope, schedule, and budget, coordinating a 150+ person multi-team Agile organization, and ensuring compliance with contractual requirements.

Responsibilities include governance, risk management, staffing ramp, and execution of AI-augmented delivery practices across the SDLC in collaboration with client leadership and internal teams.

Qualifications

• 10+ years of program/project management experience.
• Experience managing 150+ person organizations on large federal programs.
• Experience with federal IT modernization programs.
• Demonstrated experience leading Agile delivery at scale.
• Experience with Earned Value Management (EVM) and financial management.
• Experience managing program-level scope, schedule, budget, quality, risks, and dependencies.
• Experience managing client executive relationships and federal contracting stakeholders.
• Experience with staffing, onboarding, badging, and subcontractor management.
• Experience managing contractual compliance and deliverable acceptance.

Responsibilities

• Own program-level scope, schedule, budget, and quality across all program workstreams.
• Serve as primary point of contact for client executives, COR, and contracting officers.
• Direct a matrixed organization of 150+ staff across development, security, data, BA, and DevSecOps.
• Lead Phase 2 staffing ramp, including hiring plans and subcontractor management.
• Establish and manage program governance, delivery metrics, and executive briefings.
• Manage program-level risks, issues, and cross-workstream dependencies with mitigation plans.
• Ensure contract compliance and deliverable acceptance.
• Champion AI-augmented delivery practices across the SDLC.
• Partner with architects to align technical roadmap, funding, and staffing.
• Foster accountability, transparency, collaboration, and continuous improvement.
• Drive Agile delivery across multiple teams and workstreams.
• Provide executive-level program status, financial, risk, and performance reporting.
• Support transition and execution of new contract phases.
