Senior Program Management Analyst

The Opportunity:

CCI is seeking a Senior Program Management Analyst for Subcontracts to support the USSTRATCOM Information Technology Lifecycle Support (SCITLS) program. The role involves overseeing subcontract activities such as timecards, purchase orders, invoicing, facility clearances, subcontract modifications, and monitoring financial burn rates, ensuring compliance with FAR and PWS.

This position is part of an innovative PMO team supporting U.S. Strategic Command (USSTRATCOM) in Omaha, Nebraska. The position is contingent upon award of the SCITLS contract.

Responsibilities:
  1. Manage subcontractor labor hours by loading timecards into DELTEK and tracking all subcontractor activities.
  2. Administer and report on subcontracts, monitor financial burn rates for compliance.
  3. Manage subcontract baseline including costs, schedule, quality, and technical performance.
  4. Enter subcontract data into CACI’s procurement system P2P.
  5. Handle invoicing for 12 subcontracts/partners supporting SCITLS.
  6. Assist in developing work statements, estimates, and purchase orders.
  7. Coordinate annual closeout activities.
  8. Manage deliverable submissions with stakeholders.
  9. Lead major project updates, including the Project Management Plan (PMP).
  10. Evaluate performance and recommend corrective actions.
  11. Serve as a technical expert across projects.
  12. Act as liaison for subcontract changes and modifications.
  13. Submit all subcontractor DD254s for Facility Security Clearance.
Qualifications:

Required:

  • Current Top Secret clearance with SCI eligibility.
  • Bachelor’s degree in Science (BS) or Arts (BA).
  • At least 8 years of experience in project/program management or PMO operations.
  • Proven experience in subcontract operations including timecard management, modifications, invoicing, BOM development, financial analysis, budgeting, forecasting, and managing facility clearances.
  • Strong understanding of project management methodologies and best practices.

Pay Range:

The salary range is $70,900 - $148,900, influenced by factors such as location, experience, skills, education, and certifications. We offer comprehensive benefits including healthcare, wellness, financial, retirement, family support, continuing education, and time off.
