SENIOR PROGRAM MANAGEMENT ANALYST (PMW220)
Bowhead is seeking a Senior Program Management Analyst to provide consultative support to our senior PEO MLB leadership at the Washington Navy Yard for the Standard Labor Data Collection and Distribution Application (SLDCADA) program on the PMW220 contract in Washington, D.C. The candidate will review schedules, timelines, risks, costs, technical and functional solutions against requirements to identify gaps/issues, manage key deliverables, and provide expert consultation/recommendation in project management and solution delivery to the Government Leads within the Program Office.
This position can be fully remote.
Responsibilities
- Assist the SLDCADA Program Manager in preparing and presenting reports, including status reporting, metrics, and administrative duties. Support tracking, documentation, and status of all key activities.
- Support the maintenance of the SLDCADA Integrated Master Schedule.
- Conduct research, analyze data, identify trends, and prepare reports.
- Assist in developing budgets and schedules, and track relevant metrics.
- Assess and advise on issues related to costs, schedules, and performance.
- Draft or revise policies and procedures.
- Provide subject matter expertise during all phases of the software development lifecycle.
- Assist in performance analysis, business drivers, costs, and schedule resolution.
- Prepare documents and briefs for governance meetings to facilitate decision-making.
- Review and update operations plans and documentation, ensuring seamless planning and execution.
- Provide recommendations on system impacts, configurations, and user experience enhancements.
- Monitor and evaluate project results, recommending adjustments as needed.
- Assist in preparing and reviewing briefing materials, including demonstrations.
- Identify schedule dependencies and communicate risks to leadership.
- Modify and support the delivery of the integrated master schedule, collaborating with project managers.
- Monitor key metrics, analyze trends, and report findings.
- Participate in planning meetings, providing documentation and strategic advice.
Qualifications
- Minimum 5+ years supporting management consultation in Navy or DoD environments, preferably on Navy/DoD ERP projects within the past 5 years.
- At least 2 years supporting a Project or Program Manager, with DoD or federal experience, especially SLDCADA preferred.
- 2+ years as a Program Analyst or Management Analyst supporting projects or programs, with DoD or Federal experience preferred.
- Bachelor's degree in business, computer science, or related field.
- Experience with DoD requirements definition, IT project management frameworks, and SDLC IT projects.
- Ability to negotiate with senior stakeholders and interact effectively.
- Desire DAWIA Level III in Program Management or equivalent (e.g., PMP).
- Proficient in MS Project, Word, PowerPoint, Outlook.
- Excellent verbal, written, critical thinking, and problem-solving skills.
- Experience with data management, analysis, visualization, and delivering briefings to leadership.
- Strong organizational and time management skills.
- Knowledge of FISCAM and NIST 800-53 standards.
Physical Demands:

- Stand, walk, twist, bend, and squat periodically.
SECURITY CLEARANCE REQUIRED: Must be able to obtain and maintain a Secret clearance. US Citizenship required.
