Job summary

Maximus is seeking a Sr. Program Director to lead the NYS Thruway team and drive the strategic direction, P&L, project performance, and client management. The role emphasizes tolling, state government contracts, and call center leadership.

The position is fully onsite within New York State with relocation assistance. The selected candidate will provide executive leadership, build cross-functional teams, and ensure contract obligations and KPIs are met.

Qualifications

• Bachelor's degree in related field required.
• 12-15 years of professional experience in a related field required.
• Experience leading state tolling contracts.
• Experience leading large call centers (~700 agents) with KPIs, SLAs, quality and compliance.
• Must live in or relocate to New York state.
• Experience implementing a State contract of at least 750 people.
• PMP certification preferred.

Responsibilities

• Oversee and manage the project’s financial performance, including budgeting, forecasting, and analyzing profit and loss.
• Ensure program operations comply with contract requirements and state/federal regulations.
• Ensure established goals support the overall project strategies.
• Oversee project administrative operations including budget, financial controls, and HR.
• Plan, develop, and schedule priorities for achieving operational and performance goals.
• Review management, productivity, and financial reports to meet objectives.
• Participate in audits, studies, forecasts, and modeling to guide direction.
• Manage operational managers, including mentoring and development guidance.
• Capture resource assignments and utilization across the enterprise to align staffing.
• Work with leadership to define priorities and secure resources for initiatives.
• Ensure management of defined initiatives with budget, schedule, and alignment.
• Guide RFIs, RFPs, RFQs, and development of responses and concepts.
