Job summary

Morgan State University in Baltimore seeks a Senior Procurement Specialist to lead advanced procurement and strategic sourcing across the university. You will independently manage complex procurements, develop strategies, perform market research, prepare solicitations, and coordinate evaluations with faculty, administrators, finance staff, and legal counsel.

Qualifications

Bachelor’s Degree from an accredited college or university, with 24 business-related units.
At least four years of procurement experience.
Procurement certifications at a minimum or high level from federal, state, or local.
Experience in Construction, Architecture, and Engineering.

Responsibilities

Coordinate efforts of subject-matter specialists in the acquisition program.
Plan, develop, and establish the contractual strategy for the overall acquisition program.
Develop a pre-negotiation position and determine contract types and authority.
Coordinate with departments, legal, audit, and subordinate activities; negotiate most contracts.
Direct contract administration, modifications, options, delays, performance, and claims.
Prepare procurement recommendations, award documentation, determinations, and approvals.
Participate in system implementations, procurement tech improvements, and process redesign.
Perform other related procurement duties as assigned.
