Job summary

The role researches, evaluates, establishes and administers contracts and may supervise staff reporting to the Associate Director of Procurement.

Qualifications

• Education: Bachelor's Degree; Master's preferred but not required.
• Experience: Three or more years in Procurement; higher education experience preferred.
• Knowledge, skills, and abilities: strong communication, ability to work with others, understanding of procurement policies and processes.

Responsibilities

• Understand applicable regulations, policies, and programs (Federal, State, USM).
• Develop solicitations, RFQs and templates based on best value and competition.
• Prepare and issue purchase orders and contracts within authority; manage renewals/terminations.
• Document procurement files completely and in compliance with policies and standards.
• Provide guidance to university personnel on procurement processes and supplier negotiations.
