Job summary

Harris County's Department of Economic Equity and Opportunity seeks a Senior Program Manager-Prevailing Wage to lead monitoring of labor standards on County-funded construction projects. You will oversee Project Monitors, ensure on-site wage compliance, and drive training and reporting across teams.

The role requires strong leadership, deep knowledge of wage laws, and the ability to coordinate with multiple departments to ensure timely, compliant project delivery.

Qualifications

  • Associate degree with 2+ years in construction compliance or related field.
  • High school diploma with 5+ years in prevailing wage/compliance.
  • Valid TX Driver's License required; TWIC and OSHA 10/30 may be needed.

Responsibilities

  • Collaborate with peers across County for shared goals.
  • Oversee prevailing wage monitoring for County-funded projects and supervise monitors.
  • Serve as Labor Standards and Contractor Safety Officer ensuring compliance with wage laws.
  • Review and maintain contract documentation for federal, state, and local requirements.
  • Research, analyze, summarize, and prepare labor reports and SOPs; train staff.
  • Provide technical assistance and manage staff, recruitment, and SOP development.
