Job summary

Harris Health is seeking a Senior Project Manager - Labor Compliance to oversee prevailing wage compliance for its bond-funded capital program. The role acts as the owner-representative, ensuring alignment with Davis-Bacon Act provisions and internal policies.

The position requires advanced knowledge of healthcare construction regulations, strong cross-functional leadership, and experience delivering compliance-ready documentation for audits.

Qualifications

• Bachelor's Degree in Architecture or Construction Management, or related technical degree.
• Five (5) years of work experience related to healthcare facilities or large construction projects, including project management.
• High School Diploma or GED with nine (9) years of related experience, including three years of project management in healthcare facilities or large construction projects.

Responsibilities

• Oversee owner-representative prevailing wage compliance for bond-funded construction projects.
• Develop and maintain project-specific compliance plans and documentation.
• Coordinate with Harris County DEEO, construction managers, contractors, and internal compliance teams.
• Monitor certified payroll and skilled trades/apprenticeship documentation; escalate discrepancies as needed.
• Provide leadership with timely visibility into compliance status and emerging risks across the capital program.
