What you will do at the Department of Economic Equity and Opportunity:

The Senior Program Manager-Prevailing Wage is a member of the Worker & Community Protection Program at the Harris County Department of Economic Equity & Opportunity. As part of the Business and Worker Services Division, the Worker & Community Protection Programs ensure that contractors getting paid deliver on promises they made on compensating workers, operating a safe working environment, and creating economic opportunity in communities. The Senior Program Manager oversees Project Monitors responsible for enforcing Labor Standards provisions and ensuring compliance with prevailing wage laws pursuant to Texas Government Code 2258 and general wage compliance requirements.

Monitoring and Enforcement activities include, but are not limited to:
  • Performs administrative duties in reviewing and investigating compliance with Labor Standards provisions
  • Reviews interlocal agreements and MOUs, and provides training to team members
  • Oversees timely Reviews of Certified Payroll Reports (CPRs) to ensure payment of prevailing wage rates
  • Review and approve construction project(s) pay estimates if needed
  • Conducts and oversees Project Monitors’ on-site observations and on-site interviews with construction workers (i.e., laborers/mechanics) to ensure
  • Key Performance Indicators and compliance with Labor Standards Provisions during all construction phases.
  • Ensures that standard Interview
  • Reports are uploaded within the Standard Operating Procedures
  • Research, analyzes, summarizes, and prepares all required reports including multiple Departments, develops procedures, and ensures compliance by prevailing wage team.
  • Resolves discrepancy issues, investigates, documents, tracks employee complaints, and provides and prepares findings with recommended solutions.
  • Provides non-payment claim support if applicable
  • Provides timely technical assistance to contractors, department clients, and internal departmental staff
  • Monitors team’s performance and time allocation regularly.
  • Trains staff and provide bi-annual updates for Standard Operating Procedures
  • Conducts or coordinates annual Prevailing Wage Training for Contractors and Client Department
  • Attends or oversees attendance of monitors at pre-bid, pre-construction construction conferences to discuss and inform contractors and other applicable parties about local and state regulations involved in Harris County funded construction projects.
  • Assigns and tracks project assignments to designated monitors in advance of pre-bid activities through closeout.
  • Ensures records in LCPTracker are accurate for prevailing wage team.
Duties and Responsibilities:
  • Works across County with peers in other departments/groups to ensure collaboration for shared goals. (10%)
  • Oversees staff performing prevailing wage monitoring for Harris County funded projects and oversee the work of project consultants as applicable. (25%)
  • Serve as Labor Standards and Contractor Safety Officer, overseeing contractor/subcontractor compliance with prevailing wage rates, and other requirements specified by the State of Texas under the prevailing wage laws and other local and state programs as it relates to assigned projects. (25%)
  • Reviews and maintains proper contract documentation ensuring compliance with federal, state, and local policies and requirements. (10%)
  • Research, analyzes, summarizes, and recommends actions for contract compliance. Prepare all required labor reports. (10%)
  • Provides timely technical assistance to staff supervised, contractors, clients, and other internal departmental staff. Responsible for managing staff, conducts recruiting/interviews, develops and delivers Standard Operating Procedures (SOPs) and trains employees. (20%)

Education/Experience:
  • Associate degree with a minimum of two (2) years of work experience in construction compliance or related contract compliance.

OR

  • High school diploma with a minimum of five (5) years of work experience in Prevailing Wage compliance, construction compliance or related contract compliance.
Additional Requirements:
  • A valid Class “C” Texas Driver’s License.
  • Ability to receive TWIC Card for Port of Houston Terminal entry.
  • Ability to gain OSHA 10 and OSHA 30 Certification.
Licensure:
  • Must have a valid Driver’s License (TX upon hire).

  • Prefer a minimum of three (3) years of experience in supervising staff.
  • Knowledge of LCP Tracker or other Labor Compliance Payroll software preferred

Position Type and Typical Hours of Work:
  • Full-Time | Regular Monday – Friday, 7AM -4PM | Subject to evening, and weekend on occasions for attendance at community meetings and events.
  • This position necessitates the ability to work outside the standard 7:00 AM to 4:00 PM schedule to attend events, with some weekend work required.
  • Additionally, hybrid work options are available, offering flexibility between remote and in-office work.
Work Environment and Physical Demands:
  • Work is performed indoors in a normal office environment with acceptable lighting, temperature, air conditions and noise levels, as well as a large percentage of time spent outdoors at construction sites with exposure to heat, humidity, rain, wind and storm conditions.
  • Extensive use of a vehicle and mobile device.
  • May be exposed to fluids, compounds or chemicals used in office environments and outdoor work areas.
  • Must wear PPE.
  • Must ensure ability to obtain and maintain OSHA 30 Certification.
  • Sitting for extended periods of time with frequent standing and walking and occasional ascending/descending stairs.
  • Visits to indoor and outdoor work locations.
  • Occasional exertion of up to 20 pounds of force and/or a negligible amount of constant force necessary to move objects.
  • This role involves standard office equipment such as computers, phones, printers, and copiers.

  • Reports to Position: Assistant Director, Worker & Community Protection
  • Supervises Positions: (8 or more) Prevailing Wage Monitors
