Job summary

Quivera Enterprises LLC is seeking a Senior Project Manager to lead complex IT projects for Indian Affairs (IA) and Office of Information Technology (OIT) programs. The role focuses on delivering scope, quality, cost, and schedule with strong governance, documentation, and compliance.

Leading across IT asset management, change control, configuration management, and cybersecurity, you will coordinate with CORs, Federal Task Leads, vendors, and government stakeholders.

Qualifications

• Minimum of ten (10) years of project management experience.
• Current Project Management Professional (PMP) certification.
• Demonstrated experience leading complex IT projects through the complete project lifecycle.
• Strong hands-on experience with Agile and Waterfall project management methodologies.
• Hands-on experience leading Program Increment (PI) Planning sessions involving cross-functional teams.
• In-depth knowledge of IT project management principles and practices, including those established by PMI and PMBOK.
• Hands-on experience providing program or project management services to public-sector organizations.
• Demonstrated ability to lead cross-functional teams involving project management, technical, security, business, vendor, and Government stakeholders.
• Strong working knowledge of Software and Hardware Asset Management processes, including asset tracking, inventory, cataloging, assignment, utilization, lifecycle status, fulfillment, and reporting.
• Strong working knowledge of Change Control and Configuration Management processes, including change analysis, governance, approvals, impact assessment, implementation, documentation, and lifecycle management.
• Working knowledge of cybersecurity processes, security controls, risk management, and federal IT compliance sufficient to coordinate effectively with cybersecurity professionals and executive leadership.
• Knowledge of NIST SP 800-53 security controls and FIPS 199 security categorization within federal IT environments.
• Experience coordinating system testing and User Acceptance Testing (UAT) activities.
• Knowledge of Federal Enterprise Architecture (FEA), CPIC, SDLC, IT security management, and risk management.
• Knowledge of federal IT investment laws, regulations, and processes including FITARA, Clinger-Cohen Act, E-Government Act, and FISMA.
• Experience reviewing and analyzing cost, schedule, quality, risk, and performance requirements for federal IT investments.
• Knowledge of OMB reporting requirements and experience aligning internal reporting with external requirements.
• Experience applying IT portfolio-management practices to improve data quality, governance, and decision-making.
• Experience applying human-centered design methods like journey mapping and storyboarding.
• Excellent written and verbal communication, stakeholder management, facilitation, and leadership skills.
• Ability to communicate complex project, technical, security, operational, and business information to executive leadership.
• Must be able to obtain and maintain Government security clearance and/or suitability determination.

Responsibilities

• Lead IT projects through the full lifecycle, including initiation, planning, execution, monitoring, deployment, and closeout.
• Apply PMI principles, PMBOK practices, Agile, Waterfall, and hybrid approaches as appropriate.
• Lead PI Planning sessions and coordinate planning across cross-functional teams.
• Coordinate Agile ceremonies and maintain alignment of backlogs with priorities and delivery objectives.
• Develop and oversee project scopes, schedules, budgets, resources, milestones, dependencies, deliverables, and performance measures.
• Establish governance structures, controls, reporting, and escalation procedures.
• Identify and manage Government personnel, contractor teams, vendors, and other resources.
• Monitor expenditures, compare against budgets, and analyze cost, schedule, and performance.
• Identify, assess, document, track, mitigate, and resolve risks, issues, and impediments.
• Develop mitigation and contingency plans and escalate significant risks to leadership.
• Collaborate with CORs, Federal Task Leads, vendors, and stakeholders to support delivery and compliance.
• Monitor performance against baselines and take corrective actions when required.
• Ensure activities and documentation comply with DOI/IA governance and federal IT requirements.
