Job summary

Luster is seeking a Project Controls Manager to support large, complex heavy civil infrastructure programs across roads, bridges, transit, airports, and water projects. You will defend costs and schedules to leadership and contractors, with a focus on accuracy, transparency, and timely forecasting.

The role emphasizes leading controls, coordinating across interfaces, and mentoring analysts, in a dynamic environment with multiple delivery methods.

Qualifications

• Bachelor’s degree in construction management, engineering, finance, or business, or equivalent combination of education and experience.
• 10+ years of project controls experience for large (> $500M), complex heavy‑civil infrastructure projects.
• Experience integrating cost and schedule data on a common WBS/CBS, including baseline management and change control.
• Experience applying earned value methods and critical path schedule analysis to forecast outcomes.
• Experience reviewing contractor cost and schedule submittals against contract requirements and verified progress.
• Experience leading or directing project controls staff on a capital program.

Responsibilities

• Oversee the program’s integrated controls system and ensure cost/schedule data reconcile to a single source.
• Review and validate contractor cost/schedule submittals against contract requirements.
• Analyze earned value, cost/schedule performance indices, and trends to surface variances.
• Evaluate change proposals and delay analyses for merit and recommend positions to leadership.
• Oversee forecast, cash flow, contingency, and reserve positions; test assumptions.
• Coordinate risk registers with baselines and ensure exposure carries into forecasts.
