Job summary

Luster National, Inc. seeks an experienced Project Controls Manager to lead complex, heavy civil programs in the US. You will defend cost and schedule data in front of leaders and contractors, oversee baselines, and drive forecasting and risk decisions.

The role requires 10+ years of controls experience, strong collaboration, and expertise with Primavera P6, MS Project, and cost controls tools. Location: Los Angeles area, on-site.

Qualifications

• Bachelor’s degree in construction management, engineering, finance, or business, or equivalent experience.
• 10+ years of project controls experience on large heavy-civil projects.
• Experience integrating cost and schedule data on a common WBS/CBS.
• Experience applying earned value methods and critical path analysis.
• Experience leading project controls staff on capital programs.
• Proficiency with scheduling and cost-controls software listed.

Responsibilities

• Oversee the program’s integrated controls system and baselines.
• Review contractor cost and schedule submittals and progress.
• Analyze earned value, cost, and schedule performance indices.
• Evaluate change proposals and time impact analyses for merit.
• Lead forecast, cash flow, and contingency testing.
• Coordinate risk registers with baselines and forecasts.
• Lead monthly controls cycle and present to leadership.
• Coordinate controls across contracts and interfaces.
• Ensure cost, schedule, and change records are complete and traceable.
