Job summary

Luster National seeks a Project Controls Manager to lead cost and schedule governance for large heavy civil programs across highways, bridges, transit, and water/wastewater sectors in the United States. You will defend numbers with program leadership and interface with multiple disciplines to keep data aligned with forecasts.

Responsibilities include managing baselines, submittal reviews, earned value, risk integration, and mentoring a team of controls professionals on a major capital program.

Qualifications

• Bachelor's degree in construction management, engineering, finance, business, or related field, or equivalent combination of education and experience.
• 10+ years of project controls experience for large (>$500M), complex heavy-civil projects.
• Experience integrating cost and schedule data on a common WBS and CBC, including baseline management and change control.
• Experience applying earned value methods and critical path schedule analysis to evaluate performance and forecast outcomes.
• Experience reviewing contractor cost/schedule submittals against contract requirements and verified progress.
• Experience leading or directing project controls staff on a capital program.
• Proficiency with Primavera P6, MS Project, Oracle Unifier, EcoSys, or e-Builder.
• Proficiency with Microsoft Office Suite/Office 365.

Responsibilities

• Oversee the program’s integrated controls system, including WBS, coding standards, and baseline change procedures.
• Review and validate contractor cost and schedule submittals against contract requirements.
• Analyze earned value, cost/schedule performance indices, and productivity trends to surface variances.
• Evaluate change proposals, delay claims, and time impact analyses for cost/schedule merit.
• Oversee forecast, cash flow projection, and contingency and reserve positions.
• Coordinate the risk register with baselines and contingent decisions.
• Lead monthly controls cycle and present status to leadership.
• Coordinate controls across adjacent contracts to capture cross-package impacts.
• Coordinate work across roadway, structures, systems, and related contracts.
• Ensure data in MIS is complete, coded correctly, and traceable for reporting.
• Mentor controls analysts and set quality/turnaround expectations.
