Job summary

CA CI seeks an experienced HCM Training Developer and Instructional Designer to design, develop, and deliver end-user training for Oracle Fusion Cloud HCM across federal agencies. You will create role-based curricula, e-learning modules, ILT materials, and train-the-trainer programs to ensure adoption and smooth transitions.

The role emphasizes content development, training delivery, and sustainment with up-to-date materials reflecting quarterly Oracle Fusion HCM updates and agency feedback.

Qualifications

• Bachelor's degree or higher in Instructional Design, Education Technology, Human Resources, or related field
• 6+ years of instructional design, training development, or training delivery experience for enterprise software
• 5+ years designing and developing end-user training for enterprise ERP/HCM/cloud apps (Oracle/SAP/Workday)
• Proficiency with e-learning authoring tools (Articulate Storyline, Adobe Captivate) and SCORM/xAPI
• Experience creating role-based curricula with ILT, e-learning, blended delivery
• Ability to translate complex enterprise software functionality into clear training content

Responsibilities

• Conduct training needs analyses for agency migrations and assess HR proficiency and delivery modalities
• Design role-based curricula for Oracle Fusion Cloud HCM covering HR specialists, managers, employees, payroll coordinators, and admins
• Develop e-learning modules in SCORM/xAPI using Articulate Storyline and Adobe Captivate
• Create instructor-led training materials including facilitator guides and labs
• Design and execute train-the-trainer programs for agency super-users
• Produce job aids and quick reference guides for Oracle Fusion HCM transactions
• Manage training environments with realistic data and alignment to curriculum
• Develop training effectiveness assessments and Kirkpatrick-aligned instruments
• Coordinate training logistics and track completion across deployment waves
• Update content for quarterly Oracle Fusion HCM updates and lessons learned
