Job summary

CACI seeks a Senior Consultant (HCM Change Management & Training) to lead organizational change management and user adoption for a large-scale federal HCM modernization using Oracle Fusion Cloud HCM across multiple agencies.

You will develop agency-specific change strategies, stakeholder engagement plans, and multi-channel communications, delivering role-based training and readiness assessments to ensure effective adoption and sustainment.

Qualifications

• Bachelor's degree and 5+ years of relevant enterprise IT experience.
• 5+ years in organizational change management, training development, or stakeholder engagement.
• 3+ years applying structured OCM methodologies such as Prosci ADKAR, Kotter's 8-Step, or Bridges' Transition Model in enterprise system deployment contexts
• Experience developing and delivering role-based training programs for enterprise software platforms, including instructor-led, virtual, and e-learning formats
• Experience with federal IT modernization programs and complex stakeholder landscapes

Responsibilities

• Develop and execute OCM strategies for agency transitions using Prosci ADKAR or similar methodologies.
• Conduct stakeholder analysis and engagement planning across HR offices, CIO organizations, and end-users.
• Design and deliver multi-channel communications campaigns.
• Develop role-based training curricula for Oracle Fusion Cloud HCM across practitioner, manager, and admin roles.
• Assess organizational readiness to go-live and recommend mitigations.
• Track user adoption metrics to guide sustainment activities.
• Coordinate with functional consultants to ensure training aligns with configurations and policies.
• Create side-by-side guides and change impact analyses for legacy-to-future transitions.
• Facilitate change champion networks and post-go-live reinforcement.
