Job summary

Adams Communication & Engineering Technology (ACET), Incorporated, seeks a Senior Foreign Military Sales (FMS) Analyst to lead high-level international defense cooperation and lifecycle sustainment for the F/A-18 program at NAS Norfolk, VA.

You will oversee multi-million-dollar portfolios, ensure stringent adherence to DSCA and DoN policies, and coordinate with senior NAVAIR leadership, DSCA, NIPO, and prime contractors to align requirements, schedules, and funding.

Qualifications

• DoD Secret Security Clearance or ability to obtain
• MA or MS degree; BA/BS with extensive equivalent experience acceptable
• 10+ years in DoD acquisition, financial tracking, or security cooperation program management
• Expert knowledge of DoN procurement policies and security cooperation workflows
• Strong analytical, cross-cultural diplomacy, and executive communication skills

Responsibilities

• Lead development, negotiation, execution, and reconciliation of LORs, LOAs, P&A definitions, and major case amendments/modifications
• Oversee financial health of the FMS portfolio; design expenditure phasing and ensure DoD FMR compliance
• Interface between NAVAIR PMA leadership, international military officials, DSCA, NIPO, and prime contractors
• Aggregate and interpret data streams across international delivery schedules, logistics, and modification programs
• Ensure SAMM/ITAR compliance to safeguard program assets
• Prepare executive status reports, briefing packages, and official correspondence for PRMs
