Job summary

QinetiQ US is seeking a senior Financial & Budget Management Analyst to support the National Geospatial-Intelligence Agency (NGA). You will lead financial management activities, analyze budgets, justify resource allocations, and defend program financial health on-site at NGA Washington.

The role requires a Master's degree with 10+ years' experience, expert knowledge of PPBE and EVM (ANSI/EIA-748), and an active Top Secret clearance with SCI eligibility.

Qualifications

• Master's degree and 10+ years of relevant experience per GSA standards.
• Experience providing financial support and budget analysis.
• Proficient in MS Excel with advanced formulas, functions, and pivots.
• Proficient in MS PowerPoint for charts/briefings.
• Experience presenting complex budget analysis to management.
• Excellent communication; able to handle confidential information.
• Federal financial management experience; PPBE and EVM (ANSI/EIA-748).
• Experience preparing funding requisitions (MIPRs, AF9s).
• Active Top Secret clearance with SCI eligibility; CI polygraph.
• Willingness for OCONUS travel.

Responsibilities

• Lead internal program build activities including budget analysis and detailed documentation.
• Justify and defend programs and budgets to oversight bodies.
• Develop budget testimony, briefing materials for ODNI/OSD/OMB/Congress.
• Conduct complex financial data analysis, identify multi-year trends, and generate reports.
• Provide recommendations on fiscal execution spend plans and funding shortfalls.
• Lead contractor team in preparing complex budget submissions (POM/BES).
• Provide oversight and analysis of EVMS data, present variance/trend analyses.
• Present financial recommendations to government leadership on cost-benefit analyses.
• Manage program financial health and resolve funding shortfalls.
