Job summary

QinetiQ US seeks a Senior Financial & Budget Management Analyst to support the NGA program. You will lead budget analysis, justify allocations to stakeholders, and defend program health as the government Program Manager’s financial expert.

This is an on-site role at NGA Washington and surrounding facilities. You will develop budget testimony, briefs, and responses to inquiries, and provide complex financial analysis, trends, and reports to inform funding decisions and strategic planning.

Qualifications

• Master’s degree and at least 10 years of relevant experience, compliant with GSA standards.
• Demonstrated experience providing financial support.
• Proficiency in MS Excel, including advanced formulas, functions, and pivot tables.
• Proficiency building financial charts and briefings in MS PowerPoint.
• Experience researching, maintaining, and presenting complex budget analysis to all levels of management.
• Excellent verbal and written communication skills and the ability to handle confidential information with integrity and tact.
• Active Top Secret clearance with eligibility for SCI access; CI polygraph.
• Eligible for OCONUS travel.

Responsibilities

• Lead internal program build activities, including budget analysis, planning events, and creation of detailed documentation packages.
• Justify and defend programs and budgets to oversight bodies.
• Support development of budget testimony, briefing materials, and formal responses to inquiries from ODNI, OSD, OMB, and Congress.
• Conduct complex financial data analysis, identify multi-year trends, and generate detailed reports using automated tools and databases.
• Provide recommendations to Program Managers on developing and implementing fiscal execution spend plans, including strategies for funding shortfalls.
