Job summary

QinetiQ US is seeking a senior Financial & Budget Management Analyst to support the National Geospatial-Intelligence Agency (NGA). You will lead key financial management activities for an NGA program or group of programs: analyzing budgets in depth, justifying resource allocations to external stakeholders, and defending program financial health.

You will serve as a key financial expert to the government Program Manager. This is an on-site position at NGA Washington and surrounding facilities.

Qualifications

• Master's degree and at least 10 years of relevant experience, compliant with GSA standards.
• Demonstrated experience providing financial support
• Proficiency in MS Excel, including advanced formulas, functions, and pivot tables to analyze and reconcile budgetary data
• Proficiency building financial charts and briefings in MS PowerPoint
• Experience researching, maintaining, and presenting complex budget analysis to all levels of management
• Excellent verbal and written communication skills and the ability to handle confidential information with integrity and tact
• Active Top Secret clearance with eligibility for SCI access; #qinetiqclearedjob
• Willingness to undergo and successfully complete a Counterintelligence (CI) polygraph
• Eligible for OCONUS travel

Responsibilities

• Lead internal program build activities, including budget analysis, planning events, and creation of detailed documentation packages.
• Lead efforts to justify and defend programs and budgets to oversight bodies.
• Support development of budget testimony, briefing materials, and formal responses to inquiries from ODNI, OSD, OMB, and Congress.
• Conduct complex financial data analysis, identify multi-year trends, and generate detailed reports using automated tools and databases.
• Provide recommendations to Program Managers on developing and implementing fiscal execution spend plans, including strategies for funding shortfalls.]
