Job summary

WSP USA is seeking a Federal Programs Project Manager to join our team and lead design projects across multiple U.S. offices, including Honolulu, HI.

The role focuses on delivering design and construction documents for federal programs with AEP project delivery experience for USACE, NAVFAC, AFCEC, or DoW agencies. The candidate will coordinate multidisciplinary teams, manage budgets and schedules, and mentor junior staff while supporting marketing efforts for RFQ responses.

Qualifications

• BS in Civil Engineering, Architecture, or equivalent.
• 10+ years of experience in architecture or engineering, including experience with AEP project delivery for USACE, NAVFAC, AFCEC and/or DoW client agencies.
• PE or RA registration.
• 3 years+ of experience in Alternative Delivery projects.
• US Citizenship is required.
• Ability to obtain a US Government issued Secret level Security Clearance.
• Understanding of federal and/or DoW design-build contractual frameworks, including design responsibility, risk allocation, performance specifications, compliance requirements, technical reviews, approvals, security considerations, stakeholder coordination, and CPARS.
• In-depth understanding of national and local codes and ability to analyze and implement building and zoning codes, as well as specific agency requirements and design standards (UFCs, UFGS).
• Advanced proficiency in Microsoft Office (Word, Excel, Project, PowerPoint, Access, and Outlook), Adobe Creative Suite (InDesign, Illustrator, Photoshop).
• Negotiation, representation and liaison with all Stakeholders.
• Strong written and verbal communication skills.
• Ability to perform efficiently and independently within the design budget and schedule, to produce high quality deliverables responding to client's program.
• Availability for CONUS/OCONUS travel, which could include overnight stays.

Responsibilities

• Lead design projects, stakeholder interviews, existing conditions analysis, and client presentations.
• Manage design process and provide high value technical expertise on assigned projects.
• Coordinate with Clients, Site Managers, Mechanical/Architectural/Electrical/Structural/Civil Engineers, and Planning staff for design program implementation and construction.
• Prepare and conduct design charrettes and review workshops.
• Deliver design projects in design-bid-build, Design-Build, or Alternative Delivery frameworks.
• Lead development of construction documents for federal projects.
• Perform on-site observations and facility condition assessments.
• Review documents for design intent, material use and coordination; perform quality checks.
• Supervise and mentor junior team members.
• Support marketing when responding to RFQs (SF330).
• Exercise responsible and ethical decision-making regarding funds and conduct; adhere to Code of Conduct.
