Job summary

Serco Inc. seeks a Senior Level Financial Manager to support AFLCMC/WAG at Tinker AFB, OK. You will manage budgets, perform PPBE analyses, and coordinate funds across programs to enable rapid fielding of USAF capabilities.

Active SECRET clearance with ability to obtain SAP/SCI, 15+ years DoD finance experience, and BS/MS in relevant fields are required. Travel up to 10% CONUS may be requested.

Qualifications

• Active SECRET clearance with background investigation current within the past 5 years or under Continuous Vetting; ability to obtain SAP/SCI access.
• 15+ years relevant DoD/government contracting experience.
• Bachelor’s degree in business, management, accounting, finance, or economics.
• Master’s degree in business, management, accounting, finance, or economics with 10+ years experience.
• SAP/SCI experience within the last 8 years.
• Ability to travel up to 10% CONUS.

Responsibilities

• Provide financial and budget development support for all phases of the PPBE process; funds management, funds status, review of prime contract financial data, and funds control techniques.
• Develop financial baselines and budgetary documentation, performing obligations and expenditure forecasting for acquisition programs.
• Assist in developing acquisition program information, conduct budget and financial analysis, and prepare and present briefings.
• Provide reconciliation of accounting data, developing accounting status reports, and preparation of program reviews, and dispositioning of unliquidated obligations.
• Provide PMA analysis; PMA funds including full range of budgeting and execution tasks.
• Assist in planning acquisition strategies; forecasts, obligation/expenditure reviews, PMBs; prepare pre/post-award docs; schedule milestones; maintain databases; analyze metrics.
• Research funds reconciliation from DoD databases (e.g., Wide Area Workflow, ABSS, CCaRS, CRIS, DTS, FMSuite).
• Perform EVMS and schedule analysis support.
• Coordinate audits by DCAA and other agencies; participate in contract reconciliation and closeout.
• Interpret DoD and DFAS guidelines in finance/accounting contexts.
