X Technologies, Inc. in San Antonio, TX is seeking a seasoned Business Development Capture Manager to lead our capture efforts across Engineering, Manufacturing, Repair and Professional Services.

You will oversee a cross-functional team and guide win strategies, pricing, and teaming arrangements for DoW and federal contracts. The role requires active Secret clearance or ability to obtain, plus deep DoW contracting experience and a proven track record in capturing and winning programs.

Qualifications

• Proposal writing experience as primary author.
• Pricing/cost estimating experience.
• Established network of contacts and relevant industry partners.
• Track record of successfully capturing and winning DoW contracts.
• 5 years of experience in DoW contracting.
• Understanding of the DoW Command structure, mission, priorities, and acquisition processes (e.g., FAR, DFARS).
• Excellent leadership, communication (both written and oral), interpersonal, and presentation skills.
• Demonstrated ability to build and lead high-performing capture teams in a matrixed environment.
• Strong analytical and problem-solving skills, with the ability to develop creative and effective solutions.
• Ability to work independently and manage multiple priorities in a fast-paced environment.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project).

Responsibilities

• Relationship Building with Federal, DoW and commercial stakeholders.
• Identify, qualify, and shape new business opportunities.
• Conduct market research and competitive intelligence to shape capture strategies.
• Lead development and execution of capture plans, including pricing and teaming.
• Build and lead cross-functional capture teams across functions.
• Collaborate with technical experts to develop solutions.
• Guide proposal development to ensure high-quality, compliant proposals.
• Prepare and present gate review briefings to senior management.
• Maintain an accurate pipeline with regular reports and forecasts.
• Support post-submission activities including clarifications and negotiations.
• Represent the company at industry events to identify opportunities.
