Job summary

Allegheny County Department of Human Services (DHS) is seeking a Senior Analyst/Manager for the Area Agency on Aging’s (AAA) Business Operations. The role focuses on high-ambiguity empirical analyses to improve performance for publicly funded aging services and client outcomes, collaborating with partners to link financial strategy and daily program execution.

The position leads AAA’s business office, oversees budgeting, long-term forecasting, data systems management, and governance.

Qualifications

• Sound understanding of organizational finance and budgeting.
• Proficient in Python or R and familiarity with querying structured data.
• Strong interpersonal, written and oral communication skills.
• Excellent organizational, problem solving and analytical skills.
• Interest in public service and research is preferred.
• Ability to sit for long periods and travel for work.

Responsibilities

• Provides strategic leadership for automating, optimizing, and reporting fiscal data processes, including long term financial forecasting, scenario modelling, and annual budget development in collaboration with Fiscal leadership.
• Manages aging business operations, ensuring expertise in aging fiscal data, core processes, data warehouse operations, and integration of changes into core systems.
• Oversee enterprise fiscal governance through quarterly program budget reviews and evaluation of fiscal and client impacts.
• Drive cross-functional initiatives with DHS fiscal team and AAA leadership to provide clear budgetary decisions.
• Identify opportunities to scale impact and influence through data-driven analyses.
• Lead the most complex analytics tasks and deliver results consistently.
• Mentor junior team members to improve skills and impact.
