Job summary

Happen Bank is seeking a Sr CRA Manager to lead the Community Reinvestment Act program and strategic plan. You will monitor performance, strengthen governance, and ensure activities align with regulatory expectations while supporting the bank’s objectives and community development goals.

You will partner with leadership to develop CRA strategies, oversee data collection, reporting, and documentation, and manage audits and examinations with a focus on low- and moderate-income communities.

Qualifications

• 6+ years in CRA or related regulatory function within a bank or regulated financial institution.
• Deep working knowledge of the Community Reinvestment Act and related regulations and expectations.
• Experience managing CRA programs including strategic plans, data collection, documentation, and reporting.
• Proven experience leading CRA examinations and interacting with regulators.
• Experience aligning CRA strategies with business objectives and community needs.
• Strong understanding of retail banking products and community development programs.
• Able to build relationships with community organizations and internal stakeholders.
• Strong analytical skills to evaluate CRA performance and translate findings.
• Excellent written and verbal communication, and ability to present to executive management and boards.
• Hands-on experience using AI tools while maintaining regulatory accuracy.

Responsibilities

• Develop, maintain, and execute Happen Bank’s multi-year CRA strategy and Strategic Plan.
• Monitor CRA performance and prepare governance reports and recommendations.
• Oversee CRA data collection, validation, monitoring, and reporting across lending, investment, service, and community development.
• Maintain CRA documentation and regulatory records including the public file.
• Conduct community outreach within CRA assessment areas to identify needs and develop programs.
• Engage with for-profit and nonprofit organizations to identify CRA-qualified opportunities.
• Manage the CRA donations budget and coordinate volunteer and development service opportunities.
• Provide CRA expertise across the Bank and train employees and the Board on regulatory changes.
• Lead CRA audits and regulatory examinations including evidence preparation and remediation.
