Job summary

Happen Bank is seeking a Sr CRA Manager to lead the strategy, execution, and ongoing enhancement of the CRA program and strategic plan. You will monitor performance, strengthen governance, and ensure regulatory readiness across lending, investment, service, and community development activities.

  • 6+ years of CRA or related regulatory experience in a bank or regulated financial institution.
  • Deep working knowledge of the CRA, implementing regulations, interagency guidance, and related regulatory expectations.
  • Experience managing CRA programs, including Strategic Plans, data collection, documentation and reporting.
  • Proven experience leading CRA examinations with regulators.
  • Experience developing and executing CRA strategies aligned with business objectives and community needs.
  • Strong understanding of retail banking products, deposits and lending.
  • Ability to build relationships with community organizations and internal stakeholders.
  • Strong analytical skills to evaluate CRA performance and translate findings for management.
  • Excellent written and verbal communication; ability to present to executives and boards.
  • Strong organizational skills and ability to manage multiple priorities and deadlines; AI tool awareness.

Responsibilities

  • Partner with senior leadership to develop and execute a multi-year CRA strategy and plan.
  • Monitor CRA performance and prepare governance reporting with recommendations.
  • Oversee CRA data collection, validation, monitoring and reporting across activities.
  • Maintain CRA documentation and regulatory records, including public files.

About the Role

Happen Bank is seeking a Sr CRA Manager to support the strategy, execution, and ongoing enhancement of the Bank’s Community Reinvestment Act (CRA) Program and CRA Strategic Plan. In this role, you’ll apply deep CRA expertise to monitor performance, strengthen governance, advance community development activities, and maintain regulatory and examination readiness

What You'll Do
  • Partner with senior leadership to develop, maintain, and execute Happen Bank’s multi-year CRA strategy and Strategic Plan, monitoring performance against established goals and identifying areas requiring additional focus
  • Monitor and analyze CRA performance and prepare reporting for the Community Reinvestment Committee, CRA Working Group, and other governance forums, providing recommendations to align performance with defined objectives and metrics
  • Oversee CRA data collection, validation, monitoring, and reporting across lending, investment, service, and community development activities, including personal loan performance for low- and moderate-income borrowers and geographies and required residential mortgage and small business loan data
  • Maintain CRA documentation and regulatory records, including the Bank’s CRA public file and supporting documentation for qualifying activities
  • Conduct community outreach within the Bank’s CRA assessment areas to identify credit, service, and community development needs and partner with leadership to develop programs and goals that address those needs
  • Build relationships with for-profit and nonprofit organizations to identify and evaluate CRA-qualified lending, investment, donation, and community development opportunities consistent with safe and sound banking practices
  • Manage the Bank’s CRA donations budget and coordinate volunteer and community development service opportunities, increasing employee awareness and participation while ensuring activities support qualified low- and moderate-income communities
  • Provide CRA subject-matter expertise across the Bank, ensure appropriate CRA training for employees and the Board, monitor regulatory developments, and support implementation of applicable regulatory changes
  • Lead and support CRA audits and regulatory examinations, including Performance Evaluations, documentation preparation, regulatory responses, and remediation activities
About You
  • 6+ years of progressive experience in CRA or a related regulatory function within a bank or regulated financial institution; bachelor’s degree or higher in a related field; or equivalent combination of education and work experience
  • Deep working knowledge of the Community Reinvestment Act, implementing regulations, interagency guidance, and related regulatory expectations
  • Demonstrated experience managing CRA programs, including Strategic Plans, performance context, data collection and analysis, documentation, regulatory reporting, and community development activities
  • Proven experience leading CRA examinations and interacting directly with federal and/or state banking regulators
  • Experience developing and executing CRA strategies aligned with business objectives, community needs, and regulatory expectations
  • Strong understanding of retail banking products, deposit operations, lending activities, and community development programs
  • Demonstrated ability to build relationships with community organizations, business partners, and internal stakeholders and to develop long- and short-term plans that advance CRA objectives
  • Strong analytical skills with the ability to evaluate CRA performance, identify trends and gaps, and translate findings into clear recommendations for management
  • Excellent written and verbal communication skills, including experience preparing and presenting materials to executive management, Board committees, and other governance forums
  • Strong organizational skills with the ability to manage multiple priorities and regulatory deadlines independently while exercising sound judgment
  • You have hands-on experience using AI tools to accelerate your work and improve output quality. You’re thoughtful about data sensitivity, regulatory accuracy, and the limitations of AI, and you know where independent human judgment and validation remain essential

Work LocationLehi The above locations are eligible offices for this role.The locations have been determined to foster in-person collaboration with this role’s team or the related business lines. We utilize a hybrid work model, and our teams are in-office Tuesdays, Wednesdays, and Thursdays. In-person attendance is essential for this role’s success, and remote placement will not be considered.Happen Bank offers relocation, based on actual job level. Time Zone Requirements Local hours (MT) While the position will primarily work local hours, Happen Bank is headquartered in Pacific Time and our ideal candidate will be flexible working across time zones when necessary. Travel Requirements As needed travel to Happen Bank offices and/or other locations, as needed. Compensation The target base salary range for this position is 101,000-119,000. The base salary of the role will be determined by job-related knowledge, experience, education, skills, and location. Base salary is just one part of Happen Bank's Total Rewards package.
