Senior Cost Manager / Quantity Surveyor Construction

Turner & Townsend are engaged to support our clients with many complex projects, responsible for all aspects of cost management and project delivery. We are seeking a Senior Cost Manager / Quantity Surveyor with experience working on large-scale Life Sciences construction projects, to act as the day-to-day interface with our clients and drive these projects to achieve excellent outcomes.

You will have the opportunity to be a key player in our Life Sciences future, as part of a team of innovative professionals shaping our built environment. This role involves providing cost control and estimating support services on our Life Sciences client’s facility capital construction programs, with a focus on project controls. To succeed, you must have excellent communication skills and be comfortable in a client-facing role.

Job Responsibilities
  • Provide estimates and cost planning, including producing and presenting final cost plans.
  • Review and collaborate with design teams and construction managers on developing cost estimates.
  • Communicate with construction and project managers to gather status information and update cost estimates.
  • Coordinate all sources of cost information for discussions.
  • Manage contract changes, tracking increases and reasons for changes.
  • Oversee the Workstream budget, ensuring compliance with client processes.
  • Understand and manage the Client Work Breakdown Structure within the cost reporting tools.
  • Use client templates and interfaces with vendors and site personnel for project forecasting.
  • Utilize SAP reports and other tools for cost data gathering and reporting.
  • Produce management reports, including variance and cash flow reports.
  • Maintain change management and risk tracking tools.
  • Reconcile changes and ensure data accuracy with construction managers.
  • Estimate and negotiate change orders during construction.
  • Participate in post-contract cost variances and change control processes.
  • Update project cash flow in client systems.
  • Review vendor and contractor invoices and pay applications.
  • Establish project metrics and prepare presentations for stakeholders.
  • Perform risk analysis and integrate risks into forecasts.
  • Support tracking of internal labor charges internationally.
  • Develop and implement work processes and procedures.
  • Prepare comments on construction submissions.
  • Manage cost impact, contingency logs, and monthly reporting.
  • Prepare funding data presentations and forecast updates.
  • Generate project status reports for stakeholders.
  • Adhere to SOX controls as applicable.
Pre-Contract Activities
  • Develop estimates during design, updating cost plans at milestones.
  • Contribute to design optioneering and value engineering.
  • Review contractor and subcontractor pricing, leading negotiations to ensure fair contracts.
Post-Contract Activities
  • Perform quantity surveying, cost controls, and change management throughout the project.
  • Manage cost variances and change control processes post-contract.
  • Ensure timely final account negotiations and agreements.
Minimum Qualifications
  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or related field (preferably Engineering, Architecture, Construction Management).
  • Minimum 8+ years of experience in a construction cost management role.
  • RICS accreditation or working towards it is a plus.
  • Experience with large-scale Life Sciences projects or similar.
  • Proven ability to lead cost management on medium or large, complex projects.
  • Knowledge of construction industry technical matters, procurement routes, value management, and engineering.
  • Experience working in a complex matrix environment.
  • Ability to manage a portfolio of 20-50 projects and lead a team of 5+ as the main client contact.
  • Experience with cost controls on projects over $10 million is desirable.
  • Experience with earned value management and work reconciliation.
  • Proficiency in cost controls and estimating software is highly desirable.
  • Construction industry experience is essential; additional life sciences experience is preferred.
