Job summary

The Department of Housing Preservation and Development (HPD) seeks a Senior Contract Manager to lead procurement timelines, contract compliance, document management, and vendor coordination across Discretionary contracts from inception to registration.

The role emphasizes adherence to NYC procurement rules, strong communication and analytical skills, and collaboration with Legal, ACCO, Budget, and community partners to drive efficient and transparent contracting processes.

Qualifications

• A bachelor's degree from an accredited college and four years of full-time professional experience in purchasing, procurement, contract administration or related field, with at least 18 months in administrative/managerial capacity.
• Alternative: a combination of education and/or experience equivalent to the above; all candidates must have 18 months of admin/managerial experience.
• Possession of a professional procurement certification may substitute for up to one year of the above experience; all candidates must have 18 months of admin/managerial experience.

Responsibilities

• Manage procurement timelines and contract compliance across the lifecycle of Discretionary contracts.
• Identify contracting issues and coordinate with Legal, ACCO, and Budget to resolve matters.
• Ensure compliance with NYC Charter, PPB Rules, and oversight agencies.
• Establish and maintain relationships with community partners to support contract life cycle guidance.
• Maintain a shared tracker and provide updates to leadership and cross-functional teams.
• Forecast workloads and streamline processes.
• Assist in training staff on contracting processes and procedures.
• Lead and undertake special projects as needed.
