Job summary

SmartRecruiters, Inc. seeks a Director of Project-Based Contracts for HPD's Division of Housing Stability in NYC.

You will oversee the award and management of project-based rental assistance across a complex portfolio serving vulnerable New Yorkers. Reporting to the Assistant Commissioner, you will lead a team, shape policy, coordinate with HAS, HPD Development, Asset Management, Legal, developers and managers, translating regulations into clear procedures and leveraging data to drive

Qualifications

Master's degree in economics, finance, accounting, business or public administration (or related field).
Bachelor's degree with 4 years of professional experience in budget/financial administration or program evaluation.
Associate degree with 6 years of professional experience in budget or program administration.

Responsibilities

Shape PBV and NYC 15/15 rental assistance strategy with HAS leadership and Asset Management.
Lead competitive funding opportunities for Section 8 PBV and NYC 15/15.
Oversee from award through contract execution and renewal to ensure timely delivery.
Strengthen contract performance with sponsors through amendments and renewals.
Translate evolving regulations into clear procedures for the team.
Use data dashboards to identify trends and improve operations.
Build and develop a high-performing team with clear goals and feedback.
Foster cross-agency collaboration to move projects forward.
