Job summary

Construction Material Testing seeks a Construction Quality Manager III to direct quality across a major program, owning the site quality management system and audit program, with Quality Managers and inspectors reporting to you.

You will lead internal audits, manage corrective actions, and coordinate with owners and agencies; the role involves travel and leading a QC team across projects.

Qualifications

• 10+ years in construction quality with 5+ years in program and staff management.
• USACE CQM-C plus senior certification: ICC Special Inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build a QC organization on a new program and maintain it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits.
• Own the corrective-action program; Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
