Job summary

Construction Material Testing is seeking a Construction Quality Manager III to lead the program-wide quality system, audits, and staff development across multiple projects from our Texas operation. You will own the QC framework, coordinate with owner quality teams, and drive continuous improvement through audits and corrective actions.

The role requires extensive experience in construction quality, advanced certifications (USACE CQM-C, ICC Special Inspector, NICET IV, ASQ CMQ-OE), and a proven

Qualifications

• 10+ years in construction quality, with 5+ years managing quality programs and staff.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
• Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
