Job summary

Construction Material Testing is seeking a Construction Quality Manager III to lead the program-wide quality management system, audits, and staff development across multi-year projects. You will own the QC program, coordinate with owner quality groups, and drive corrective actions, ensuring conformance to plans and audit findings.

The role requires extensive experience in construction quality, advanced certifications, and the ability to build a QC organization on new programs.

Qualifications

10+ years in construction quality, with 5+ years managing quality programs and staff.
USACE CQM-C plus a senior certification: ICC special inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE.
Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

Establish the program quality management system: plans, procedures, forms, and the audit schedule.
Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
