Qualifications

• 10+ years of construction quality experience with 5+ years managing quality programs and staff.
• Experience implementing owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build a QC organization on a new program and maintain it to plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits.
• Own the corrective-action program; approve QC plans, ITPs, and subcontractor qualifications.
• Report quality metrics to program leadership monthly (test pass rates, NCR aging, audit findings).
