Guardian Real Estate Services in Portland, OR seeks a Community Manager for Westridge Meadows, a 276-unit LIHTC property. You will supervise staff and vendors, ensure compliance with housing laws, and maintain strong resident relations while meeting ownership goals.

The role requires organizational excellence, budget oversight, and proactive property management in a fast-paced setting. Eligible candidates possess strong customer service skills and a commitment to affordability programs.

Qualifications

• High school diploma or GED required.
• At least 2 years of experience managing a multi-family community.
• At least 1 year in affordable housing or related industry.
• At least 1 year of supervisory experience.
• Strong understanding of and willingness to enforce Fair Housing and Landlord Tenant Laws in OR.
• Excellent attention to detail and organization.
• Strong customer service skills.
• Strong math skills and basic budgets knowledge.
• Basic technology and computer skills; willingness to learn new programs.
• English reading, writing and speaking proficiency.
• Ability to complete training requirements on schedule.

Responsibilities

• Represent Guardian professionally at all times.
• Coordinate to meet property management obligations and goals.
• Manage operations in compliance with local, state, and federal laws.
• Assist in operating income/expense budgets and capital budgets.
• Analyze monthly financial statements and cash flow.
• Administer budgets and optimize operations for profitability and resident satisfaction.
• Ensure compliance with affordable program requirements.
• Complete income certifications and re-certifications timely.
• Coordinate revenues following lease obligations.
• Maintain confidentiality of resident and company information.
• Lead site staff, hiring, performance reviews, and discipline.
• Accurately record hours and approve timekeeping.
• Oversee leasing efforts and tenant billings while monitoring leases.
• Identify leasing prospects and respond to inquiries.
• Collect delinquent accounts per legal guidelines.
• Oversee vendor engagement and approvals.
• Approve invoices per budget and company standards.
• Collaborate with corporate in cross-department initiatives.
• Lead staff meetings and safety sessions; document minutes.
• Seek continuous process improvements.
