Job summary

Pepper Construction is seeking a Prevailing Wage Specialist to ensure compliance with prevailing wage laws for the Self-Perform group. You will coordinate with field teams, payroll, accounting, HR and compliance to collect wage documents and maintain accurate records, including Davis-Bacon requirements where applicable.

You will review payroll reports, resolve discrepancies, and file weekly certified payrolls for SPG and any subcontractors while maintaining project wage-tracker updates.

Qualifications

• Associate or bachelor’s degree in accounting, business administration, human resources, or related field preferred.
• Two or more years of certified payroll, construction payroll, labor compliance, job cost accounting, project administration, or field operations support experience preferred.
• Experience supporting a general contractor, self-perform contractor, specialty contractor, or public works construction environment strongly preferred.
• Working knowledge of prevailing wage laws, certified payroll reporting, Davis-Bacon requirements, fringe benefits, apprenticeships, worker classifications, overtime rules, and jobsite documentation preferred.
• Experience with payroll systems, ERP/job cost platforms, timekeeping systems, online labor compliance portals, and MS Office, especially Excel.
• Ability to interpret contracts, wage determinations, time records, labor cost reports, reporting instructions, and agency requirements.

Responsibilities

• Coordinate with field leadership, payroll, accounting, HR and compliance staff to collect prevailing wage documents and maintain records.
• Export weekly time for SPG payroll and assign prevailing wage rates by trade class and county.
• Review weekly certified payroll reports for accuracy of pay rates and fringe benefits.
• Maintain SPG Prevailing Wage Notice to Employees at hire or rate/benefit changes.
• Prepare, review and file weekly certified payrolls for SPG and subcontractors.
