Job summary

540 is seeking a Senior Program Manager to lead the management, growth, execution, and delivery of a large-scale federal BPA/IDIQ contract vehicle. You will oversee task order capture, proposals, awarded orders, subcontractors, and customer relationships across the vehicle lifecycle.

The role requires experience with BPAs/IDIQs valued at $500M+ and portfolios over $100M in task orders, plus managing multiple concurrent orders from opportunity through closeout.

Qualifications

• 10+ years managing federal government programs and large contract vehicles.
• Experience managing a $500M+ BPA/IDIQ and portfolio >$100M in task orders.
• Experience with software development, cloud, DevSecOps, cybersecurity, data, AI, systems integration, or digital modernization.
• Leads multiple active task orders across diverse customers and teams.
• Strong knowledge of federal acquisition, contract management, and financial controls.
• PMP certification required or equivalent.
• Ability to lead large, dispersed delivery organizations.
• Excellent customer relationships and executive communication.

Responsibilities

• Provide executive-level management of a federal BPA/IDIQ with total value ≥$500M.
• Manage multiple concurrent task orders across size, scope, and performance.
• Lead full lifecycle of task orders from capture to closeout.
• Coordinate with BD, capture, solution architecture, contracts, pricing, and delivery teams.
• Manage subcontractors and teaming partners, ensuring performance and compliance.
• Governance, reporting, risk management, and financial controls across portfolios.
• Identify risks and opportunities; support BPA growth and pursuits.
