The role requires over a decade of federal program management experience, strong proposal acumen, and a PMP certification, with close collaboration across government and industry partners.

Qualifications

  • Adaptability and coachability with a strong eagerness to learn and adapt to new tools, processes, and domains.
  • 8+ years in federal program/project management with hands-on GWAC/IDIQ experience (NASA SEWP, GSA MAS/OASIS, CIO-SP).
  • Proven experience drafting, managing, and submitting compliant federal task order proposals.
  • Experience managing program budgets, burn rates, and DCAA/FAR compliance.

  • Program Delivery & Operations: manage cost, schedule, scope, and technical performance across all active task orders.
  • Proposal & Vehicle Management: lead end-to-end task order responses under NASA SEWP VI and LBNL, including writing narratives and timely submissions.
  • Process Optimization & Decision-Making: standardize rapid bid/no-bid evaluations to triage solicitations quickly.
  • Staffing & Recruiting Alignment: partner with recruiting to identify, qualify, and place key personnel on programs and bids.
  • Customer & Partner Relations: act as primary operational interface for government COs, CORs, and teaming partners.

Role Overview

We are seeking an adaptable, coachable Senior Program & Portfolio Manager to serve as the operational lead for our NASA SEWP VI and LBNL contract vehicles. In this role, you will take full ownership of task order execution across cost, schedule, and technical performance while driving rapid proposal turnaround. The ideal candidate thrives in fast-moving environments, makes decisive data-backed calls, and works seamlessly with recruiting and proposal teams to deliver results.


Key Responsibilities


  • Program Delivery & Operations: Manage cost, schedule, scope, technical performance, deliverables, and subcontractor relationships across all active task orders.

  • Proposal & Vehicle Management: Lead the end-to-end task order response lifecycle under NASA SEWP VI and LBNL, including compliance, outlining, writing/editing narratives, and timely submission.

  • Process Optimization & Decision-Making: Standardize and streamline rapid bid/no-bid evaluation processes to triage high-volume vehicle solicitations quickly and efficiently.

  • Staffing & Recruiting Alignment: Partner closely with recruiting to quickly identify, qualify, and place key personnel and billable labor categories (LCATs) on active programs and priority task order bids.

  • Customer & Partner Relations: Act as primary operational interface for government Contracting Officers, CORs, and teaming partners.


Qualifications


  • Adaptability & Coachability: Highly flexible mindset with a strong eagerness to learn new tools, processes, and domains quickly.

  • GovCon & Vehicle Experience: 8+ years and of federal program/project management experience with hands-on management of major GWACs or large IDIQs (e.g., NASA SEWP, GSA MAS/OASIS, CIO-SP).

  • Proposal Acumen: Proven experience managing, writing, and submitting compliant, high-scoring federal task order proposals.

  • Execution & Financials:

  • Recruiting & Teaming: Experience defining staffing requirements, vetting technical personnel, and managing subcontractor a Solid background managing program budgets, burn rates, DCAA/FAR compliance, and project sllocations.

  • Must have a Bachelor's degree and direct federal business development/capture experience and PMP.
