Qualifications

Scope of the Project A Massachusetts state government agency is seeking a motivated IT Senior AWS Developer to join its systems development team. This team supports critical, large-scale public health applications that provide essential services to Massachusetts residents. The primary role involves designing and developing a robust serverless application that enables healthcare providers to submit online incident forms and seamlessly transmit secure files to an Enterprise Document Management (EDM) system. The solution will capture and store metadata during upload sessions in a PostgreSQL RDS database for strict audit and compliance purposes.

Responsibilities

• Analyze, design, code, debug, test, and document the development and maintenance of critical state agency applications.
• Manage the full systems development life cycle, including system architecture documents, technical design documents, release management guides, and deployment plans.
• Prepare SQL scripts for modifying and maintaining data; write optimized queries and views for integration with other applications.
• Support cross-functional projects and integrated business solutions to enhance stakeholder capabilities.
• Work with cross-functional teams to manage projects, create statements of work, and communicate progress to technical and non-technical groups.
• Adhere to established state government policies and security procedures.

Qualifications

• Bachelor’s degree in Computer Science, a related field, or equivalent relevant work experience.
• 8+ years of experience programming in a team environment.
• Note on legacy tech: Strong working knowledge and experience in programming with Oracle and Java/J2EE technologies, and WebLogic application servers is highly valued.
• Ability to design SQL databases given application demands and data models.
• Immediate availability for a 12-month engagement (minimum initial 6-month commitment with high probability of extension).

Required Skills

• AWS Cloud Platform (5+ years): Hands-on experience building, deploying, troubleshooting, and configuring AWS environments.
• AWS Serverless (3+ years): Deep experience with AWS Lambda (Python runtime), Step Functions, API Gateway, Amazon Cognito, S3, and CloudWatch.
• Infrastructure as Code: CloudFormation, Terraform, or AWS CDK.
• Backend & Database (4+ years): Python development for backend components. 3+ years of PostgreSQL RDS experience, including complex query writing, connection pooling, and performance tuning.
• Integrations & Document Processing: SOAP/REST web services integration, binary data processing, file upload validation, and document conversion libraries.

Preferred Skills

• CI/CD & DevOps: Experience with CI/CD pipelines using GitHub Actions, Docker containerization, microservices architecture, and OpenAPI/Swagger documentation.
• CMIS & Enterprise Integration: CMIS (Content Management Interoperability Services) experience is highly preferred. Knowledge of enterprise document management systems, SOAP/XML web services, MTOM attachments, and metadata schemas.
• Development Practices: Git branching strategies, Test-Driven Development (TDD), Agile/Scrum methodologies, and strict code review practices.

Location & Commute Requirement

This is a hybrid role supporting a Massachusetts state government agency. Per the client's geographic requirements, candidates must currently reside in Massachusetts, Rhode Island, Connecticut, or New Hampshire and be able to commute onsite to Quincy, MA 2-3 days a week. Please note that an active State ID or Driver's License from one of these four approved states is required for onboarding.
