Job summary

Frederick County Government is seeking a Program Manager to oversee SOAR operations across MAP, AERS, DSS, and Service Coordination. You will lead interdisciplinary meetings, coordinate intake and assessments, and ensure seamless client flow while reducing duplication and maintaining regulatory compliance.

Responsibilities include budget management, expenditure tracking, and regular performance reporting. You will liaise with the Maryland Department of Aging on programmatic and fiscal

Qualifications

• Associate’s Degree
• 5 years experience in program management, project management, aging and disability service, social services, or related field
• Substitutions for the above-listed required education and experience are a Bachelor’s Degree with 3 years experience as described above; or a High School Diploma (or equivalent) and 7 years experience as described above.

Responsibilities

• Oversee day to day SOAR operations across MAP, AERS, DSS, and Service Coordination
• Lead interdisciplinary SOAR meetings and system flow coordination
• Budget management, expenditure tracking, and required fiscal reporting
• Program data monitoring, performance metrics, waitlist analysis, and reporting
• Coordination with MDOA on programmatic, fiscal, and compliance requirements
• Coordinate intake, screening, assessment, and service alignment processes to ensure seamless client flow and reduce duplication
• Maintain and update program documents, internal procedures, and workflow maps
• Perform other duties as assigned
